Officer Jennifer Lofy:

    Jennifer is being recognized for taking the initiative to suggest two new Department programs and then performing the hard work necessary to implement them.  While obtaining information about juvenile offenders residing in Marco Island and on juvenile probation, Jennifer found that many of the youth had a court ordered curfew.  Jennifer confirmed the curfew of each child with probation officials and then contacted each child and his or her parents to confirm that they had knowledge of the curfew.  She informed the parents and children that she would be telling all Marco Island police officers of the curfews and officers will be watching for compliance.  Since putting this program into effect two probation violations have been discovered and the offenders taken into custody.

Jennifer also spearheaded the creation of a new program targeted at first time juvenile offenders.  The program is known as the Civil Citation Program and is an innovative alternative to the arrest and prosecution of first time juvenile offenders who have committed a misdemeanor offense. This program is a formal process authorized by state law.  The program holds the offender accountable for his or her behavior and provides swift and appropriate sanctions for minor violations but avoids the consequences associated with an arrest and conviction. 

A civil citation is issued when a child commits a minor violation for the first time, admits to the violation, agrees to take part in the program and has the consent of his or her parents.  The offender then must perform community service and complete other sanctions that may include restitution, drug and alcohol testing, counseling, written essays and/or written apologies to victims. 

Jennifer is recognized for suggesting the new program, drafting the procedures involved, obtaining the required approvals, and volunteering to manage the program, including arranging and supervising the community service of the offenders.  Great job!
